Window Privacy Shades

Window Treatment
The shades have been pulled down, or let up half way, bringing in light enough, yet keeping in with a rainy day privacy. I have been behind too many shades, pulled both ways... There is an understanding for me here, or at least a perception of an understanding.
Storm windows? Black-out curtains?
Ruining the look of Paris streets, the increasing number of privacy/security windows. Buildings begin to look like prisons, neighborhoods seem empty and unwelcoming.
